Unfortunately, Windows ME was the last Microsoft consumer OS built on the old Win95 kernel. It was not a good OS, and Microsoft did a poor job of supporting it. And worse for you, it was sold in language specific editions, without a simple way of changing languages, because it lacks the Unicode support introduced in Windows 2000 and later, Windows XP. Microsoft did produce some Global Input Method Editor packs which allowed English users to write and edit documents in Japanese, Chinese and Korean, but the process is one way. The third link below has some directions for setting up language support on Windows ME and other operating systems, but again, this is taking the assumption that you have an English version of ME, and are trying to create docs in other languages. It doesn't change the language of menus or interface elements to the target language, and anyway, it's not what you want. I include it only since you may be unsatisfied with this answer, and hear about it elsewhere, and then waste a lot of time trying to get it to work.
To get Windows ME in English, you'd have to buy and install an English version, after wiping the current install. That wouldn't make any sense, as support has ended for ME, so you might as well install WindowsXP, or perhaps a free OS like Ubuntu.

im not exacly sure about windows ME but you should be able to change language settings in system configuration utility;
use the run command by ethier hitting
%26quot;windows key%26quot;+%26quot;R%26quot; or going into the start menu and clicking run(if its all in japanese then it should be the third from the bottom)
and typing in %26quot;msconfig%26quot; and one of the tabs should be for the language. now again im not sure about this information, but its worth a shot.
