How to change Windows 7 installation language?

I bought a Win 7 when I was in France and installed it but despite setting the local language in English, the entire admin and desktop is in English.

Completely re-install Windows, and make sure that you choose the correct language, BEFORE, and AFTER the DVD completes the installation.



Do not install Windows over your present OS. Completely start again and your language problems will go away.
