How do I change the language on a Windows 7 laptop?

I recently helped a foreign friend purchase a Windows 7 Home Premium laptop. He doesn't understand English and I'm trying to change the laptop so that it will appear in Spanish (Mexico). I went into the control panel and changed the language from there, but all it did was change the date format language.

Press the Start button on the bottom left of the screen and then click control panel on the box that comes up. Next, click on the link thats green that says Clock, Language, and Region. Then, under the green link on the bottom click change the date, time, or number format which is under the bottom green link. Then, you'll see something that say Format: with a drop down box.
